The Youth Economy Agency, established under the Youth Economy Act, Chapter 12.34, is a statutory body governed by Section 19 of the Interpretation Act. Its primary mandate is to implement the Youth Economy Programme and support youth economic empowerment. The Agency is responsible for preparing and maintaining annual financial statements, strategic, financial, operational, and business plans, as well as estimates of revenue and expenditure. It also advises the Minister on all matters related to the Youth Economy Programme, with additional youth-related functions assigned by the Minister as needed. The Agency is empowered to take all actions necessary or convenient to fulfill its duties. The Agency is overseen by a Board of no more than seven members, five of whom are appointed by the Minister from individuals with expertise in areas such as law, business management, career development, finance, entrepreneurship, ICT, and youth development or sports. The Board’s functions include setting the Agency’s mission, vision, strategic priorities, and policies; preparing and submitting the strategic plan to the Minister; monitoring the Agency’s performance; approving programme applications; reviewing the Chief Executive Officer’s performance; recommending programme development to the Minister; and ensuring proper financial record-keeping.
