The National Council of and For Persons with Disabilities

The National Council of and for Persons with Disabilities (NCPD) was founded on September 26, 1981, in Saint Lucia to advocate for and support individuals with disabilities. It was officially incorporated on June 6, 2001, under the Companies Act (Company No. 2001/108). Initially operating under the Ministry of Health, the Council transitioned in 2016/2017 to the Ministry of Equity, Social Justice, Empowerment, Youth Development, Sports, Culture and Local Government. As an umbrella organization, NCPD coordinates disability-based groups island-wide and champions equal rights and opportunities for persons with disabilities. Its services include manufacturing modern prosthetic legs at subsidized rates, providing physical therapy and referrals, distributing food packages and mobility aids, and managing district councils and affiliate bodies. It also operates a Prosthetic Rehabilitation and Repairs Workshop and an Aquaponics facility for training and food security. Annual events like Camp Lajwa offer recreational and developmental support for children with disabilities. The Council is governed by a Board of Directors under its Constitution and Articles of Association, with roles such as president, vice presidents, secretary, treasurer, PRO, youth representative, and trustees. It receives a monthly government subvention to sustain its outreach and operations, reinforcing its role as a key institution in promoting inclusion and empowerment for persons with disabilities in Saint Lucia.
