Development Control Authority Board

The Development Control Authority (DCA) Board is composed of professionals appointed by the Minister, drawn from both public agencies and the private sector, with expertise in technical, environmental, and planning disciplines. The Board is responsible for regulating land use and overseeing physical development throughout Saint Lucia. Its core functions include reviewing and approving development applications for residential, commercial, industrial, subdivision, change of use, and mining projects. It also coordinates national planning efforts to promote environmentally sustainable and socially responsible development. The DCA implements and enforces the provisions of the Physical Planning and Development Act No. 29 of 2001, (Chapter 5.12 of the Revised Laws of Saint Lucia) along with other relevant legislation. Additionally, it issues development guidelines, ensures compliance with the Saint Lucia Building Code, manages Environmental Impact Assessment (EIA) requirements, and ensures that all development aligns with national land-use plans and policies.
