The Free Zone Management Authority (FZMA) is established under the Free Zone Act, Chapter 15.17 of the Revised Laws of Saint Lucia as a corporate body governed by the provisions of the Act and Section 19 of the Interpretation Act. The FZMA is overseen by a Board of Directors appointed by the Minister, which is responsible for setting policies and managing the Authority’s affairs. The Board consists of representatives from key government ministries, the Saint Lucia Air and Sea Ports Authority (SLASPA), the private sector, a free zone developer, and free zone businesses (both commercial and manufacturing). Additionally, the Chief Executive Officer serves as a non-voting ex-officio member. The Minister also appoints the Chairperson and Deputy Chairperson from among the Board members. Board members serve terms of up to three years and may be reappointed.
The St. Lucia Freezone is an enclosed area treated for customs purposes as lying outside the customs territory of the island. Goods of foreign origin may be held pending eventual transhipment, re-exportation and, in some cases, importation into the local market, without payment of customs duties. Goods available include furniture, electrical appliances, perfumes, pharmaceuticals, wines, souvenirs, animal feed and general merchandise.
