The Cultural Development Foundation (CDF) was established on April 1, 2002. Operating under the Cultural Development Foundation Act, Chapter 17.04, it serves as both a champion for cultural preservation and a change agent for development. The CDF aligns the aspirations of cultural and creative individuals, communities, policymakers, and civil society by implementing the National Cultural Policy of Saint Lucia. It sustains tradition and fosters innovation, ensuring that Saint Lucian culture is both celebrated and commercially viable. The Foundation provides training, development, facilities, and programs to record, promote, and give value to the nation’s cultural heritage. It is the principal public body responsible for executing national cultural activities on behalf of the government. Its objectives include advancing arts and culture, conducting research, offering training opportunities, and managing artistic venues. The CDF also facilitates festivals, overseas exchanges, and community-based cultural programs. Membership is available to individuals, clubs, associations, and corporations involved in or supporting the arts and culture. Governance is handled by a Board of Directors comprising nine members—four appointed by the Governor General from major art disciplines and five appointed by the Minister, including representatives from the private sector, the Folk Research Centre, the Saint Lucia National Trust, and the Ministry responsible for culture. Board members serve for three years and may be reappointed.
